The simple answer is, responsive design is usually based on a fluid grid that scales up and down depending on the width of the screen it's being viewed on. Adaptive design can also be based on a grid, but it has set "breakpoints" that it scales to, and from.

For an example, an adaptive design website might have breakpoints set at mobile, tablet and desktop sizes. However, not all mobiles, tablets and desktops have the same screen width, or resolution.

There are tools that can help you with making a website or web page adaptive, but very few will achieve full responsivity.

In short, Google does prefer websites that are responsive because it makes them more accessible to more of their audience.
